Can this gel be used to make lipstick?
You could, in that it is permitted for that use. However, most lipsticks are oil-based products and this is a glycerine (water) - based product. So I would not recommend it. Instead, work with just the powder (antique copper) and possibly blend it with castor oil if you want.
